Werner has thirty (30) years of experience in the field of law. He is part of the Law Society of the Northern Provinces and is a part-time senior Commissioner at the CCMA. He completed his LLB at the University of Pretoria in 1993. Werner was admitted as an attorney on 5 March 1996 and received the Right of Appearance in the High Court on 28 March 1996. He completed his CCMA Commissioner training in 2009 and his LLM in 2013 at the University of Pretoria. In 2023 Werner was appointed as a Certified Fraud Investigator (CFE), which is an international qualification. During the course of his CCMA training, Werner did the Train the Trainer, Assessor and Mentorship course.
Werner has rigid knowledge of public sector Supply Chain legislation such as the PFMA/MFMA, -regulations (Treasury) and processes which he obtained during both his role as CCMA Commissioner and providing CCMA-related services. He is also well-versed in applying the Corruption Act (PRECCA) and has been retained to investigate officials from public entities in this regard.
In 2008, Werner assisted the DSO with an investigation against Resolution Health (Pty) Ltd. The entire Board of Resolution Health was replaced with a new Board and the administration contract was terminated. The value of this project was about R40 million.
In 2009, Werner was appointed by the CMS as a Compliance Officer to oversee the smooth transition from one board to another and from one administrator to another at Resolution Health Medical Scheme.
Thereafter, he was appointed by the Board to do a full inspection and give advice on any non-compliance with the relevant legislation.
He was appointed as a Scheme Secretary from 2010 to 2019. He investigated member complaints and assisted with the appeals on behalf of the Scheme in terms of Sections 49 and 50 of the Medical Schemes Act.
Between March 2014 and December 2019, Werner was appointed for two (2) investigations in 2012, where the medical scheme entered a contract with a company.
In 2022 Werner was appointed as a consultant at the Special Investigations Unit (SIU) to investigate the Registrar and other employees at the Council of Medical Schemes. In 2024, Werner was appointed by a statutory body and Sports body to investigate employment-related issues.
Werner is providing training to candidate commissioners at the CCMA.
He is also contracted by the Legal Practice Council to provide training to candidate attorneys. Werner was also appointed as an Acting Judge in the Labour Court.
